Because hhe didn't know he would die. Besides it reads better this way. It was sweeter to reunite them in death after a lifetime apart.

Ok i had to just say something here... if elladan decided to stay and legolas went west then why did he have to do it if he was going to die without elladan anyway? he could as well stay with him ...
